This mother fucking card is fucking awesome. It pretty much goes with every fucking deck no matter how pathetic your other monsters are. Just starting out and have a horribly shitty deck? Just add "Burden of the Mighty" and really piss off your opponent. Strong monsters such as the Blue Eyes White Dragon lose 800 attack points, making them easy prey.
It's also stackable. Get three on the field and cards like the "Five-Headed Dragon" become easily defeated. With three "Burden of the Mighty" cards set on the field, the 5000 attack of the "Five-Headed Dragon" becomes a mere 1400.

if i activate this card then summon a monster, does its attack still go down?
The effect is applied continuously, so yes (if you mean your opponent summons a monster).
